The construction, extension or rehabilitation of homes and other buildings without a license, despite being a common practice, is a serious infraction and can lead to disciplinary proceedings or even lead to the demolition of the works carried out.
The technician must identify those parts of the regulations that do comply and expressly indicate those that do not. Ultimately, the licensing body will decide whether it is mandatory to adapt the construction to comply with the regulations or not.
The technical documentation that must include a legalization file, when referring to work already completed, is equivalent to that which should contain a basic project and execution without the specifications, the safety and health study or the construction and demolition waste management study.

When the actions are not fully completed, the file must be considered as legalization of the work performed, and project and direction of the work still to be completed. In these cases, it will be necessary to clearly differentiate the completed parts from those that are pending completion.
